Mr. Mays is a current manager of law enforcement and intelligence professionals with over 30 years of law enforcement and intelligence experience that spans across the federal government and the military. He provides his students with a unique perspective on the various levels of interactions within government agencies as well as the interaction between local, state, federal and international law enforcement and the intelligence community.
As a senior manager in the federal government Mr. Mays’ experience and expertise spans across three of the operational components of the United States Department of Homeland Security [United States Customs and Border Protection (CBP), Homeland Security Investigations-Immigration Customs Enforcement (HSI-ICE), and United States Citizenship Immigration Services (USCIS)] providing a myriad of experience that includes counterterrorism, Counter Transnational Organized Crime (CTOC), automation of international travel/shipping screening and vetting, biometrics, document and media exploitation (DOMEX), intelligence fusion activities, tactical intelligence, strategic intelligence, Cyber intelligence, Signal Intelligence (SIGINT), counterintelligence (CI), human intelligence (HUMINT) and executive leadership and management within the U.S. military, Federal law enforcement and the intelligence community.
Prior to serving in the federal government, Mr. Mays served as an intelligence officer and investigator within the U.S. Air Force supporting the Defense Intelligence Agency (DIA), the National Security Agency (NSA), National Reconnaissance Office (NRO), National Geospatial Intelligence Agency (NGA), Defense Threat Reduction Agency (DTRA) and other government agencies with HUMINT, CI, SIGINT and all source intelligence expertise. During his tenure within the Federal Government, Mr. Mays continued his military career as an intelligence officer and investigator within the U.S. Army Reserves retiring in late 2021 after 27 years with deployments serving in Iraq 2008-2009 and Afghanistan in 2011-2012 supporting DIA and NSA with HUMINT, CI, SIGINT, Cyber intelligence (CYBERINT) and Geospatial Intelligence (GEOINT).
Mr. Mays holds a MS in Strategic Intelligence studies from National Intelligence University (NIU), Washington, D.C., a ME in Aeronautical Engineering and a BS in Applied Physics from Embry-Riddle Aeronautical University, Daytona Beach, Florida. He is a member of the NIU Alumni association and Curriculum review board where he also serves as a Graduate Thesis and Capstone Student Advisor.
Mr. Mays’ hobbies include travel, road trips, student and professional career mentorship, hiking in the outdoors, wood-work (carpentry), sports, and spending time with his two boys.
